One-on-one interviews are conducted with each member of the management team—both elected officials and administration.  A customized questionnaire is utilized to ensure consistency in responses. Based on the input of all key stakeholders, a situation table is constructed to summarize all of the key issues to be prioritized and resolved. This step generates the overall plan and approach for the new management plan.

In public institutions it is critical to determine the philosophical underpinnings of how an agency or community is to be governed. Will it be open, collaborative, service oriented and engaging with its constituency? Governance helps define the culture and fabric of the community.
